U.S. Bankrolling Creation of Deadlier, More Contagious Bird Flu Strains
Under the guise of creating bird flu vaccines, U.S. government agencies and private funders like the Bill & Melinda Gates Foundation are bankrolling gain-of-function research to make bird flu viruses more lethal and transmissible among mammals.

U.S. health officials only recently admitted to funding gain-of-function research at the Wuhan Institute of Virology in China — but for decades, the U.S. government has funded the same type of dangerous research on bird flu in the U.S.
And that research continues today.
The Centers for Disease Control and Prevention (CDC), the Biomedical Advanced Research and Development Authority (BARDA), the National Institute of Allergy and Infectious Diseases (NIAID), the U.S. Department of Agriculture (USDA) — even the Bill & Melinda Gates Foundation — have funded or are funding research to make bird flu more pathogenic and/or more transmissible in mammals.
Appearing on the “Kim Iversen Show” on May 16, Brian Hooker, Ph.D., Children’s Health Defense chief scientific officer, said he is concerned the U.S. is “making agents of … biological destruction” that could “put us into another pandemic.”
Hooker echoed warnings by former CDC Director Robert Redfield, who suggested the next pandemic would be sparked by a leak from a lab working to humanize bird flu viruses.

Hooker told Iversen the CDC’s Influenza Division infected ferrets with the currently circulating H5N1 avian influenza strain, then infected human lung cells, to make the virus more infective to humans.
Their justification, he said, is to be prepared for a zoonotic outbreak — where a virus from a bird or other animal jumps to humans.
“The party line that you hear all the time is, ‘Well, we have to develop these pathogens because then we can develop the countermeasures,’ — the vaccines, the monoclonal antibodies, the therapeutics,” he said.
Long list of gain-of-function studies on bird flu
The CDC, BARDA, NIAID and the World Health Organization (WHO) have conducted or funded dangerous bird flu studies.
Jessica Belser, a lead researcher with the CDC, was involved in numerous studies exploring the pathogenicity and transmissibility of bird flu viruses. She is co-author of a March 2024 study on the H5N1 strain causing fatal disease and transmitting between co-housed ferrets.
In 2020, Belser studied how different strains of the H9N2 flu virus, which have genetic and antigenic differences, show varying patterns of replication and transmission in mammalian animal models. The Chinese Center for Disease Control and Prevention was a collaborator.
In 2016, Belser studied how different bird flu strains, including H5N1, H7N9 and H9N2, could infect human pulmonary endothelial cells.
Richard Webby, Ph.D., a BARDA-associated researcher and director of the WHO Collaborating Centre for Studies on the Ecology of Influenza in Animals and Birds, is co-author of a May 2024 paper studying the susceptibility and transmissibility in the pig population of highly pathogenic avian influenza derived from mink.
In a 2017 study funded by the NIAID, Webby tested bird flu vaccines on ferrets, infecting them with the wild virus to determine the vaccines’ efficacy.
Hooker told The Defender this research is dangerous because ferrets “are immunologically very close to humans. … It’s not a huge leap for them to suddenly get into the human population and start human-to-human transmission.”
Christine Oshansky, chief of Pandemic Vaccines and Adjuvants at BARDA, co-authored a 2021 study of highly pathogenic influenza H7N9 and a vaccine formulation.
In 2018, Oshansky tested H5N1 vaccines stored in the national Influenza vaccine stockpile for up to 12 years to determine if they could be effective against divergent A (H5) influenza viruses.
The WHO funded the May 2020 study, “Pandemic potential of highly pathogenic avian influenza clade 2.3.4.4 A(H5) viruses.” Collaborators included the CDC, the Food and Agriculture Organization of the United Nations, the Chinese Center for Disease Control and Prevention, the European Centre for Disease Prevention and Control and other organizations. Webby and Yoshihiro Kawaoka, DVM, Ph.D. of the University of Wisconson are among the listed authors.
“That’s the huge danger of doing this work,” Hooker said. “Whether it’s an accidental or intentional release, you’re playing with these pathogens so that they’re basically creating variants that are infectious in humans.”

The vaccine cash cow
Hooker told Iversen there are “myriad patents associated with bird flu vaccines [and] bird flu pathogens.”
Kawaoka, the researcher long funded by NIAID to conduct bird flu research, has 78 patents in his portfolio, many of them related to bird flu vaccination.
In 2023, Kawaoka filed patents on:
- Mutations that confer genetic stability to additional genes in influenza viruses (US-11802273-B2).
- Recombinant influenza viruses with stabilized HA for replication in eggs (US-11807872 – B2).
- A humanized cell line (US-11851648-B2).
In 2022, Kawaoka filed a patent for influenza virus replication for vaccine development (US-113906-B2).
Richard Bright, former BARDA director and a bird flu researcher at the CDC from 1998-2006, has an “extensive patent portfolio on — you guessed it — bird flu vaccines,” Hooker said. “And so these prophets of doom hit the airwaves and they scare everybody.”

Hooker also noted that Moderna is developing an mRNA-based bird flu vaccine.
U.S. relaxed H5N1 bird flu regulations this month
The U.S. government on May 6 released a new policy to tighten oversight of federally funded research on potentially dangerous pathogens, which won’t take effect until May 2025.
The policy categorizes high-risk research into two groups, requiring risk-benefit assessments and mitigation plans for both, with an additional layer of review for research involving pathogens with enhanced pandemic potential.
The move aims to address concerns about lax oversight and ambiguous guidelines while ensuring that critical research on pandemic preparedness and medical advancements can continue, according to Nature.
In a seemingly contradictory move, U.S. government officials on May 14 temporarily relaxed regulations on how public health laboratories and healthcare facilities handle, store and transport H5N1 bird flu samples, according to Reuters.
This 180-day change comes in response to the recent spread of the virus to dairy cattle in nine U.S. states.
The revised guidance, requested by the Association of Public Health Laboratories, aims to reduce bureaucratic burdens and allow lab staff to focus on testing, preparing for the possibility that the virus could acquire the ability to become easily transmitted among humans.

1) At its base is the fact that this virus has never been isolated.
2) It is quite impossible to determine a genetic sequence either of DNA or RNA without reasonably pure isolation of the organism in question.
3) The lung glop from people purportedly infected with this novel disease without successful purification of the “causative virus” was then sequenced. The sequencing came out with over a million potential possibilities, and the fragments of the sequencing were then “reconstructed” by advanced computers to form possible viral genomes. Then a committee voted on which one they regarded as most probable, the vote based on earlier fraudulent data and expectations.
4) The rt-PCR test was an important piece of fraud by the imposter Christian Drosten. The brilliant scientist, Kary Mullis, who deservedly won the Nobel Prize in Chemistry (not medicine) in the 90s, hollered from the roof tops that it should never be used for medical diagnosis. He was appalled by its use to diagnose AIDS. He died a few months prior to the rollout of the scamdemic. I suggest that one read his book, which is surprisingly well written.
5) CV-1984 was not more lethal or contagious than the “traditional” influenza. The use of toxic protocols (not the least of which was Rundeathisnear in all US hospital by decree and intubation, raised the mortality figures greatly. If one looks at the CDC figures during the height of the scamdemic, the traditional flu (whether caused by a virus or something else) took a long deserved vacation and almost disappeared from its statistics. In short, CV-1984 cause of death, when not really caused by motorcycle accidents or gunshots, was the traditional flu rebranded.
6) Finally we have the reverse placebo effect effected by an incredibly intense global media fear porn campaign, which caused patients who survived their respiratory illness to claim that “this was nothing like the flu illnesses I have had in the past.”This entirely fraudulent scamdemic and fake toxic vaccines had multiple objectives; a significant depopulation, enhanced disability (including mental), excuse for the world’s central banks, particularly the Fed, to print epic amounts of fiat ($5 trillion), resulting in the current price inflation issue, a breakdown of supply chain structure, destroying small business to the advantage of the giant box and internet retailers, and fast food chains resulting in the ongoing destruction of the middle class. Lawmakers are demanding answers after it was revealed the US is sending taxpayer dollars to a Chinese army lab to make bird flu viruses more dangerous to people.
Eighteen members of Congress are demanding answers from the Department of Agriculture (USDA) about the project, which was first revealed by DailyMail.com.
It is part of a $1million collaboration between the USDA and the CCP-run Chinese Academy of Sciences – the institution that oversees the Wuhan the lab at the center of the Covid lab-leak theory.
In a scathing letter to the USDA Secretary Tom Vilsack last week, the bipartisan group said: ‘This research, funded by American taxpayers, could potentially generate dangerous new lab-created virus strains that threaten our national security and public health.’

The research comes as fears about bird flu rise. A farm worker in Texas caught the H5N1 strain that is racing through cattle across the US earlier this month, becoming only the second ever American to be diagnosed – and experts are bracing for more cases.
Earlier this year it was revealed the United States government was funneling $1million to China to see if scientists could make ‘highly pathogenic avian influenza’ more contagious to mammals using gain-of-function research.
Government records showed the collaboration began in April 2021 and is scheduled to be funded through March 2026. The USDA previously told this website the project was applied for in 2019 and approved in 2020.
The research involves infecting ducks and geese with different strains of viruses to make them more infectious, and studying the viruses’ potential to ‘jump into mammalian hosts,’ according to research documents.
It is being funded through the US Department of Agriculture and the main collaborators on the project are USDA Southeast Poultry Research Laboratory, the Chinese Academy of Sciences and the University of Edinburgh’s Roslin Institute – a Wuhan lab partner.
And it has been ongoing despite similar research being restricted in 2022 and growing concerns that dubious Chinese studies may have started the Covid pandemic.

Ironically, just yesterday President Joe Biden’s administration announced it will work with 50 countries to identify and respond to infectious diseases, with the goal of preventing a pandemic that the US’ own research could actually spark.
Last week’s letter was spearheaded by Rep Nick Langworthy, a Republican from New York who serves on the House Agriculture Committee.
White House’s secret bird flu scare
It states: ‘We are disturbed by recent reports about the US Department of Agriculture’s (USDA) collaboration with the Chinese Communist Party (CCP)-linked Chinese Academy of Sciences (CAS) on bird flu research.’
The CAS is the parent organization of WIV and has previously been prohibited from receiving US government money for ‘blatantly violating grant and biosafety policies, refusing to share lab notebooks and other data, and otherwise obstructing investigations into the likely role of the lab’s risky coronavirus [gain of function] research in the origin of Covid-19.
‘Recognizing the problematic behavior of CAS, our House and Senate colleagues have called for sanctions against CAS and its affiliates and for taxpayer funding to be cut for all research involving CAS.’
The signatories then requested written answers to seven questions inquiring about the potential of the research to increase transmissibility of bird flu viruses, details about specific experiments being performed, the biosafety levels of the experiments, what oversight the USDA is providing over CAS and if the FBI performed a safety risk assessment on the collaboration – and, if so, what those results were.
Bird flu is of particular concern right now because a farmer in Texas recently contracted the H5N1 strain of the virus. The patient caught the bird flu from an infected cow, which was the first time the strain had been found in cattle.
They are only the second person to contract H5N1 after someone in Colorado caught the virus in 2022.
While there is no sign of person-to-person spread — a development that would signal the start of a human epidemic — experts say the ease with which the strain is jumping between species raise the risk of it evolving to infect people more easily.
The Centers for Disease Control and Prevention report a ‘low’ public health risk.
The virus, however, is widespread in wild birds, with sporadic infections in poultry and mammals.
Experts have previously told DailyMail.com that H5N1 has the potential to spark a new pandemic.
Dr Aaron Glatt, an infectious diseases expert at Mount Sinai, New York, warned: ‘It is absolutely true that H5N1 has the potential to cause a pandemic.
‘People who work with these animals do need to be careful.
‘The more that this virus is spread, the more likely it is that it could become a strain that could mutate and start to spread from human-to-human.’
The H5N1 spreading across the world emerged in 2020 after a bird was infected with both a bird flu from domestic poultry and a virus from wild birds.
During the infection, the two viruses met in the same cell and swapped genes — in a process scientifically termed re-assortment — to create the new virus that now had multiple attributes that made it better at infecting bird cells.
It quickly spread globally, with the first cases identified in Europe — before infections were also detected in Africa, the Middle East and Asia.

This month’s letter is not the first written to the USDA from lawmakers.
Following February’s investigation, Republican Sen Joni Ernst of Iowa wrote a letter to Sec Vilsack seeking more information about the department’s ongoing funding of the research.
The letter read: ‘I was troubled to learn from the non-profit group White Coat Waste Project that USDA is supporting experiments involving a “highly pathogenic avian influenza virus” that poses a “risk to both animals and humans.”‘
Sen Ernst said in a statement to DailyMail.com at the time: ‘The health and safety of Americans are too important to just wing it, and Biden’s USDA should have had more apprehension before sending any taxpayer dollars to collaborate with [China] on risky avian flu research.
‘They should know by now to suspect “fowl” play when it comes to researchers who have ties to the dangerous Wuhan Lab, and simply switching from bats to birds causes concern that they are creating more pathogens of pandemic potential.
‘Here’s my warning: the Biden administration should be walking on eggshells until they cut off every cent going to our adversaries. We cannot allow what happened in Wuhan to happen again.’
The specific viruses the research said it will study include H5NX, H7N9 and H9N2, WCW reported.

A 2023 study described H5NX viruses as ‘highly pathogenic’ with the ability to cause neurological complications in humans.
The H7N9 strain first infected humans and animals in China in March 2013 and the World Health Organization said it is of concern ‘because most patients have become severely ill.’
The H9N2 strain has been found in doves in China and while it has a lower pathogenicity than the other strains, it can still infect humans.
Despite the concerns, a USDA spokesperson told this website it is ‘common for international researchers to conduct independent research that’s connected to the same end goal’ and that the research does not qualify as gain-of-function.

Despite public outcry and denials from top health experts that the virus was created, the
preponderance of the evidence indicates the virus was manipulated in the lab. Then,
the United States Agency for International Development (USAID), publicly announced
October 5, 2021, they would grant Washington State University $125 million “to detect
emerging viruses.”
This is far greater than the $7.4 million Newsweek reported was granted to the NIAID
for gain-of-function work on bat coronavirus in Wuhan, China. Dr. Kanta Subbarao is
from the Laboratory of Infectious Disease at the National Institute of Allergy and
Infectious Diseases (NIAID) at the National Institutes of Health (NIH).
According to Subbarao, these experiments “are routine virological methods” and
“emphasized that such experiments in virology are fundamental to understanding the
biology, ecology and pathogenesis of viruses and added that much basic knowledge is
still lacking for SARS-CoV and MERS-CoV.”
Historically, the NIH had funded gain-of-function research, but this was paused in October 2014. December 19, 2017, the NIH announced they would lift the funding pause on gain-of-function research and stated:
“We have a responsibility to ensure that research with infectious agents is conducted responsibly, and that we consider the potential biosafety and biosecurity risks associated with such research.”
As Newsweek reported, the “second phase of the project, beginning that year [2019], included additional surveillance work but also gain-of-function research for the purpose of understanding how bat coronaviruses could mutate to attack humans. The project
was run by EcoHealth Alliance, a nonprofit research group, under the direction of
president Peter Daszak.”
After months of public and political debate, argument and division, the U.S. government
agency USAID stepped into the spotlight again and awarded millions to a university “to
make sure the world is better prepared.”
University Accepts $125 Million for Gain-of-Function Research Washington State University published a press release October 5, 2021, announcing they had been awarded $125 million from USAID. Called a “cooperative agreement,” the university is heading up a new five-year global project in which they have been asked to
“… detect and characterize unknown viruses which have the potential to spill over from
wildlife and domestic animals to human populations.”
The project will partner with 12 countries throughout Africa, Latin America and Asia. The idea is to carry out animal surveillance within the country’s borders using their facilities.
USAID announced the project “to detect unknown viruses with pandemic potential” as part of Discovery & Exploration of Emerging Pathogens Viral Zoonoses (DEEP VZN).
The organization believes that SARS-CoV-2 has demonstrated how infectious diseases
threaten society. This is especially true of viruses that have been manipulated to
increase virulence and infectivity in humans. The goal of the project is to collect over
800,000 samples over five years from wildlife and then determine the zoonotic potential
of these viruses.
“The project will focus on finding previously unknown pathogens from three
viral families that have a large potential for viral spillover from animals to
humans: coronaviruses, the family that includes SARS-CoV-2 the virus that
causes COVID-19; filoviruses, such as the Ebola virus; and paramyxoviruses
which includes the viruses that cause measles and Nipah.”
Ebola virus was first discovered in 1976 and has since led to several deadly outbreaks in
African countries. The CDC writes that scientists do not know where Ebola virus
comes from. However, the virus can spread through direct contact with body fluids and
tissues of infected animals.
Nipah was first discovered in 1999 and the first outbreak resulted in 300 human cases
and more than 100 deaths. The animal host is believed to be the fruit bat that can
spread the disease to animals and humans. The infection also spreads from person to
person and can range from mild to severe. Up to 70% of those infected between 1998
and 2018 have died.
The project expects to find between 8,000 a nd 12,000 new viruses, “which researchers
will then screen and sequence the genomes of the ones that pose the most risk to
animal and human health.” In case this sounds familiar, as Breaking Points anchor
emphasizes, this has been “code” for gain-of-function research, or detecting viruses
that have not yet “emerged.”
Documents Reveal Virus Was Manipulated to Increase Virulence
An ongoing Freedom of Information Act litigation brought by The Intercept against the
NIH resulted in the release of over 900 pages of previously undisclosed documents that
detailed the work of EcoHealth Alliance as a subcontractor of gain-of-function research
on bat coronavirus through the Wuhan Institute of Virology.
It’s important to note that the moratorium on federal funding of gain-of-function
research instituted in 2014 was initiated on the heels of a high-profile lab mishap at the
CDC and controversial experiments over deadly bird flu virus that was manipulated to be
more contagious.
Reportedly, the goal was to determine if bird flu could mutate in the wild and start a
pandemic. David Relman, a microbiologist from Stanford University, stated the obvious
when he said, “I don’t think it’s wise or appropriate for us to create large risks that don’t
already exist.”
The new documents released under the FOIA request by The Intercept contained
previously unpublished proposals by the NIAID and updates to the EcoHealth Alliance’s
research. As reported in The Intercept, “The documents contain several critical details about the research in Wuhan, including the fact that key experimental work with humanized mice was conducted at a biosafety level 3 lab at Wuhan University Center for Animal
Experiment — and not at the Wuhan Institute of Virology, as was previously assumed.
The documents raise additional questions about the theory that the pandemic may have begun in a lab accident, an idea that Daszak has aggressively
dismissed.”
According to The Intercept, Richard Ebright, molecular biologist at Rutgers University,
also reviewed the documents released in the FOIA. He told The Intercept that the documents contained vital Information about the research being conducted in the Wuhan lab. He wrote:
“The viruses they constructed were tested for their ability to infect mice that were engineered to display human type receptors on their cell. While they were
working on SARS-related coronavirus, they were carrying out a parallel project at the same time on MERS-related coronavirus.”
In other words, the lab was doing parallel research on two types of coronaviruses that were able to infect humanized mice. In a series of posts on Twitter, Ebright goes on to say:
“The materials further reveal for the first time that one of the resulting novel, laboratory-generated SARS-related coronaviruses — one not been previously disclosed publicly — was more pathogenic to humanized mice than the starting virus from which it was constructed … and thus not only was reasonably
anticipated to exhibit enhanced pathogenicity, but, indeed, was demonstrated to exhibit enhanced pathogenicity.
The documents make it clear that assertions by the NIH Director, Francis Collins, and the NIAID Director, Anthony Fauci, that the NIH did not support gain of-function research or potential pandemic pathogen enhancement at WIV are untruthful.”
This new information again questions the origins of COVID-19, which many scientists
proposed was from a wet market in China where humans and animals are in close contact. However, bioscience safety experts have long suspected a lab origin. It appears that some in the U.S. government and some scientists have not learned from the gain of-function research in Wuhan and have brought the problem home to roost.
International Athletes Willfully Exposed to Lab-Leaked Virus
Whether the virus was released intentionally or accidentally is a question for another day.
Long before the outbreak, scientists had expressed concerns that these kinds of experiments may end up creating the thing they were reportedly working against. As the Intercept reports, in 2014 a grant was awarded to EcoHealth Alliance titled “Understanding the Risk of Bat Coronavirus Emergence.”
Part of the grant money was earmarked to identify and alter bat coronaviruses suspected of being able to infect humans. In the grant the writers acknowledged concerns stating, “Fieldwork involves the highest risk of exposure to SARS or other CoVs, while working in caves with high bat density overhead and the potential for fecal dust to be inhaled.”
In the USAID announcement, the government agency gives an overview of the goals in
one sentence: “The Biden-Harris Administration is committed to advancing global
health security, international pandemic preparedness and global health resilience.” As
the Breaking Points anchor in the video above says, “So essentially, we have learned
nothing.”
August 1, 2021, Rep Michael McCaul, R-Texas, the ranking member of the House
Foreign Affairs committee, published an addendum to the investigation into the origins
of SARS-CoV-2. The investigation concluded:
“… the preponderance of evidence suggests SARS-CoV-2 was accidentally
released from a Wuhan Institute of Virology laboratory sometime prior to
September 12, 2019. The virus, or the viral sequence that was genetically
manipulated, was likely collected in a cave in Yunnan province, PRC, between
2012 and 2015.
Researchers at the WIV, officials within the CCP, and potentially American
citizens directly engaged in efforts to obfuscate information related to the
origins of the virus and to suppress public debate of a possible lab leak.”
By the end of August 2021, the White House released a statement from President Biden
essentially calling the intelligence report inconclusive, “while this review has
concluded, our efforts to understand the origins of this pandemic will not rest.”
Multiple pieces of information led the committee to conclude there was ample evidence
to support genetic modification of the coronavirus and there was a cover-up which
“likely turned what could have been a local outbreak into a global pandemic.” The
cover-up involved the 2019 Military Games held October 18, 2019, in Wuhan China.
The report demonstrated that by October 2019, health officials in Wuhan were well
aware of an outbreak of infectious disease. The athletes reported that the city appeared
to be in lockdown while they were there. The games drew over 9,000 athletes from 109
countries. The Chinese government had 236,000 volunteers, 90 hotels, three railroad
stations and more than 2,000 drivers available for the athletes.
The report included a quote from a Canadian Armed Forces personnel who participated
in the games, which appeared in The Financial Post. He was told the lockdown in the
city was to make it easier for the participants in the games to get around. Twelve days
after arrival in Wuhan, he was sick with fever, chills, vomiting and insomnia.
He reported that on the flight home to Canada, 60 athletes were isolated at the back of
the plane for the 12-hour flight with a range of symptoms including coughing and
diarrhea. After returning home, the same service member found his family members got
ill, which the report finds is:
“… consistent with both human-to-human transmission of a viral infection and
COVID-19. Similar claims about COVID-19 like symptoms have been made by
athletes from Germany, France, Italy, and Sweden.”
Funding Gain-of-Function Research Out in the Open
Following the release of The Intercept report and additional grant documentation, some GOP members are calling for Dr. Anthony Fauci to resign while others want him fired from his position on the White House COVID-19 response team.
U.S. Sen. Rand Paul, R-Ky.., has referred Fauci to the Department of Justice for an investigation for possible perjury charges relating to his Congressional testimony in May
2021 and July 2021, when he vehemently denied ever having funded gain-of-function
research.
Paul specifically asked the DOJ to investigate whether Fauci violated 18 U.S. Code §
100121 — which makes it a federal crime to make “any materially false, fictitious or
fraudulent statement or representation” as part of “any investigation or review”
conducted by Congress — or any other statute.
How much genetic manipulation and gain-of-function research that occurs as a result of
the $125 million grant to the university may not come to light for years. However, it is
incumbent on our government to ensure biosafety in the labs doing the research and, for
the public, to call for a halt of this type of research that “create[s] large risks that don’t
already exist.”
