{"id":8213,"date":"2025-02-07T09:59:43","date_gmt":"2025-02-07T09:59:43","guid":{"rendered":"http:\/\/humanityandearth.com\/wp\/?p=8213"},"modified":"2025-02-07T09:59:43","modified_gmt":"2025-02-07T09:59:43","slug":"usaid-has-long-functioned-as-a-geopolitical-instrument-using-media-funding","status":"publish","type":"post","link":"http:\/\/humanityandearth.com\/wp\/?p=8213","title":{"rendered":"\u201cUSAID has long functioned as a geopolitical instrument, using media funding\u201c"},"content":{"rendered":"\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1015\" height=\"632\" src=\"http:\/\/humanityandearth.com\/wp\/wp-content\/uploads\/2025\/01\/image.png\" alt=\"\" class=\"wp-image-7952\" srcset=\"http:\/\/humanityandearth.com\/wp\/wp-content\/uploads\/2025\/01\/image.png 1015w, http:\/\/humanityandearth.com\/wp\/wp-content\/uploads\/2025\/01\/image-300x187.png 300w, http:\/\/humanityandearth.com\/wp\/wp-content\/uploads\/2025\/01\/image-768x478.png 768w\" sizes=\"auto, (max-width: 1015px) 100vw, 1015px\" \/><\/figure>\n\n\n\n<p>As the Trump administration began reorganizing and <a href=\"https:\/\/www.wsj.com\/politics\/policy\/how-trump-musk-doge-killed-usaid-b649f1f5\">cutting major funding to the U.S. Agency for International Development<\/a> (USAID), revelations emerged that the organization financed groups, including some media outlets, engaged in smear campaigns and censorship against dissident voices.<\/p>\n\n\n\n<p>The agency, known as a <a href=\"https:\/\/x.com\/_whitneywebb\/status\/1886415935600239092\">front for U.S. intelligence<\/a> operations, has financed <a href=\"https:\/\/thegrayzone.com\/2025\/01\/31\/trump-executive-order-us-regime-change-network\/\">regime change<\/a> and other American interests worldwide. It also funds news organizations that are aligned with U.S. foreign policy objectives.<\/p>\n\n\n\n<p>This includes large international organizations that, in turn, fund smaller media organizations like <a href=\"https:\/\/www.bbc.com\/mediaaction\/press-release\/4-feb-25\">BBC Media Action<\/a> and the <a href=\"https:\/\/ifpim.org\/\">International Fund for Public Interest Media<\/a>, chaired by the former head of The New York Times.<\/p>\n\n\n\n<p>USAID also directly funds smaller media organizations and even <a href=\"https:\/\/foreignpolicy.com\/2014\/04\/03\/cuban-twitter-and-other-times-usaid-pretended-to-be-an-intelligence-agency\/\">runs its own media initiatives<\/a> to undermine regimes the U.S. deems problematic.<\/p>\n\n\n\n<p>Reporters Without Borders, <a href=\"https:\/\/rsf.org\/en\/usa-trump-s-foreign-aid-freeze-throws-journalism-around-world-chaos\">which lamented the Trump cuts<\/a> to USAID, reported that in 2023 the <a href=\"https:\/\/childrenshealthdefense.org\/defender_category\/agency-capture\/\">agency<\/a> funded 6,200 journalists, 707 non-state news outlets and \u201csupported 279 media-sector civil society organizations dedicated to strengthening independent media.\u201d<\/p>\n\n\n\n<p>Recent reporting by journalists such as <a href=\"https:\/\/sayerji.substack.com\/p\/laundering-censorship-the-bbc-usaid\">Sayer Ji<\/a> of GreenMedInfo, <a href=\"https:\/\/www.leefang.com\/p\/usaid-funded-censorship-smears-of\">Lee Fang<\/a>, and <a href=\"https:\/\/www.public.news\/p\/usaids-history-of-regime-change-destabilization\">Michael Shellenberger and Alex Gutentag<\/a> of Public News has linked that funding to the smearing and censoring of independent journalists and platforms within the U.S. and internationally.<\/p>\n\n\n\n<p>\u201cUSAID has long functioned as a geopolitical instrument, using media funding to shape narratives favorable to Western governmental and corporate interests,\u201d Ji told <a href=\"https:\/\/childrenshealthdefense.org\/defender\/\">The Defender<\/a>.<\/p>\n\n\n\n<p>\u201cWhile it presents itself as a development agency, its deep ties to intelligence operations and state-sponsored influence campaigns are well-documented,\u201d Ji said. \u201cMedia organizations receiving USAID funding are not independent \u2014 they are extensions of state power, laundering government-sanctioned narratives under the guise of journalism.\u201d<\/p>\n\n\n\n<p><a href=\"https:\/\/sayerji.substack.com\/p\/laundering-censorship-the-bbc-usaid\">Ji reported on Substack<\/a> that BBC Media Action, the BBC\u2019s international charity, received substantial funding from USAID \u2014 8% of its 2023-2024 budget, according to a <a href=\"https:\/\/www.bbc.com\/mediaaction\/press-release\/4-feb-25\">BBC press statement<\/a>.<\/p>\n\n\n\n<p>He said BBC Media Action has faced accusations of engaging in <a href=\"https:\/\/childrenshealthdefense.org\/defender_category\/censorship-surveillance\/\">censorship<\/a> under the guise of \u201ccombating misinformation,\u201d and that it leverages the BBC brand to shape media narratives, including about public health, vaccines and pharmaceutical products.<\/p>\n\n\n\n<p>Ji said this is concerning given that BBC has expanded its influence through projects like the<a href=\"https:\/\/www.bbc.co.uk\/beyondfakenews\/trusted-news-initiative\/\"> Trusted News Initiative<\/a> (TNI), a self-described \u201c<a href=\"https:\/\/childrenshealthdefense.org\/defender\/lawsuit-trusted-news-initiative-antitrust-first-amendment-censoring-covid-content\/\">industry partnership<\/a>\u201d that worked with Big Tech forms to identify \u201cmisinformation\u201d and \u201cdisinformation\u201d on their platforms.<\/p>\n\n\n\n<p>Claiming to combat misinformation about COVID-19, TNI\u2019s work has been tied to suppressing viewpoints that contradict the mainstream pharmaceutical and governmental stance on public health, like those of <a href=\"https:\/\/greenmedinfo.com\/\">GreenMedInfo<\/a> and <a href=\"https:\/\/childrenshealthdefense.org\/\">Children\u2019s Health Defense<\/a> (CHD).<\/p>\n\n\n\n<p>\u201cThe revelations regarding USAID\u2019s funding of BBC Media Action and its role in the Trusted News Initiative (TNI) further solidify what many of us have long suspected: Censorship is no longer a covert operation but a fully integrated transnational enterprise designed to suppress dissent and monopolize narratives,\u201d Ji told The Defender.<\/p>\n\n\n\n<p>CHD is one of several plaintiffs in a <a href=\"https:\/\/childrenshealthdefense.org\/defender\/chd-lawsuit-media-louisiana\/\">lawsuit against TNI<\/a>, alleging the initiative violated antitrust laws and the U.S. Constitution when its members collectively colluded with tech giants to censor online news.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.leefang.com\/p\/usaid-funded-censorship-smears-of\">Fang reported on Substack<\/a> about other \u201canti-disinformation\u201d groups financed by the \u201csprawling\u201d USAID that have targeted American journalists and politicians. These include the <a href=\"https:\/\/zincnetwork.com\/\">Zinc Network<\/a>, which he said <a href=\"https:\/\/techinquiry.org\/docs\/OIP-DisinfoUkraine.pdf\">targeted<\/a> reporter Max Blumenthal, politician Vivek Ramaswamy, and Rep. Andy Biggs, R-Ariz.<\/p>\n\n\n\n<p>According to Fang, the USAID also funded <a href=\"https:\/\/www.v-fluence.com\/\">v-Fluence<\/a>, a pesticide industry public relations consultant, which dug up dirt on American food journalists \u2014 including Michael Pollan and Mark Bittman \u2014 who criticized industrial agriculture.<\/p>\n\n\n\n<p>v-Fluence also ran a campaign to intimidate critics of toxic pesticides, targeting environmentalists Vandana Shiva and Nnimmo Bassey and reporter Carey Gillam as part of its broader effort \u201cto downplay pesticide dangers,<a href=\"https:\/\/www.thenewlede.org\/wp-content\/uploads\/2024\/09\/coordinating-with-USDA-on-Seralini.png\"> discredit opponents<\/a>, and undermine international policymaking harmful to the pesticide industry,\u201d <a href=\"https:\/\/www.thenewlede.org\/2024\/09\/defend-or-be-damned-a-look-inside-the-missouri-company-that-helps-companies-hide-the-risks-of-pesticides-and-influence-policies-around-the-world\/\">The New Lede<\/a> reported.<\/p>\n\n\n\n<p>USAID also financed news outlets in Ukraine, including <a href=\"https:\/\/english.nv.ua\/\">The New Voice of Ukraine<\/a>, <a href=\"https:\/\/voxukraine.org\/en\/\">VoxUkraine<\/a>, <a href=\"https:\/\/en.detector.media\/\">Detector Media<\/a>, and the <a href=\"https:\/\/imi.org.ua\/en\">Institute of Mass Information<\/a>, which spread rumors that Americans who favor peace negotiations with Russia are agents of the Kremlin, Fang wrote. The media outlets targeted Jeffrey Sachs, Tucker Carlson, Glenn Greenwald and John Mearsheimer, Fang reported.<\/p>\n\n\n\n<p>Fang said the influence of those groups \u201cextends far beyond\u201d Ukraine. VoxUkraine is an official Meta fact-checking partner, he said, and Detector Media produces disinformation reports that circulate widely in Western media.<\/p>\n\n\n\n<p>\u201cDespite branding as independent outlets, these organizations are heavily reliant on USAID,\u201d Fang wrote.<\/p>\n\n\n\n<p>USAID also funds the <a href=\"https:\/\/www.occrp.org\/en\">Organized Crime and Corruption Reporting Project<\/a> (OCCRP), a major \u2014 if largely unknown \u2013 organization that works with dozens of major newspapers to publish major investigative stories.<\/p>\n\n\n\n<p>Drop Site News revealed in an <a href=\"https:\/\/www.dropsitenews.com\/p\/occrp-budget-funding-us-government-usaid\">investigative report<\/a> published in December 2024 that OCCRP, which it called \u201cone of the world\u2019s most influential global investigative news organizations,\u201d has received more than half of its funding from the U.S. government, largely through USAID.<\/p>\n\n\n\n<p>The investigation found that funding gives the U.S. government direct influence over editorial and personnel decisions at the outlet.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.leefang.com\/p\/usaid-funded-journalism-needs-scrutiny\">Fang also reported<\/a> that USAID\u2019s sister nonprofit, the National Endowment for Democracy funds <a href=\"https:\/\/www.codastory.com\/\">Coda Story<\/a>, an anti-disinformation news outlet in New York.<\/p>\n\n\n\n<p>Shellenberger said in a <a href=\"https:\/\/x.com\/shellenberger\/status\/1886555469096833258\">video posted on X<\/a> that USAID\u2019s work also extended beyond funding news agencies to promote ideas favorable to U.S. interests. It also included developing intelligence tactics abroad that it then used domestically to counter misinformation.<\/p>\n\n\n\n<p>Shellenberger said:<\/p>\n\n\n\n<p>\u201cTo combat alleged misinformation, the censorship industrial complex used counter-terrorism and intelligence tactics developed abroad, including psychological operations and repurposed them to shape domestic opinion and thought. \u2026<\/p>\n\n\n\n<p>\u201cUSAID has, in recent years, been funding censorship worldwide through its countering disinformation program, which is part of its consortium for elections and political process strengthening. This work has included funding for so-called fact-checking organizations.\u201d<\/p>\n\n\n\n<p><strong>Claims about Politico may be overblown, but USAID must be investigated<\/strong><\/p>\n\n\n\n<p>As the revelations about USAID\u2019s funding to journalism went viral, former Fox News producer <a href=\"https:\/\/x.com\/kylenabecker\/status\/1887136820544049218\">Kyle Becker reported on X<\/a> that Politico had received $8.1 million from the agency and that USAID\u2019s funding freeze had led to a payroll problem at the outlet.<\/p>\n\n\n\n<p>His claims went viral and provoked dismissive fact-checks by mainstream media organizations.<\/p>\n\n\n\n<p>Fang said that according to <a href=\"https:\/\/www.leefang.com\/p\/usaid-funded-journalism-needs-scrutiny\">USAID contract records<\/a>, the agency paid $44,000 for subscription services to the news service. Politico, like other outlets including Bloomberg and LexisNexis, offers high-priced data-industry news subscriptions for tens of thousands of dollars.<\/p>\n\n\n\n<p>The $8.1 million figure came from all government subscription payments to Politico \u2014 not just from USAID \u2014 and there is no evidence the USAID funding freeze was related to the payroll issue at the outlet.<\/p>\n\n\n\n<p>The $8.1 figure, however, has highlighted the fact that most mainstream news organizations, including <a href=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_FA805223P0052_9700_-NONE-_-NONE-\">The New York Times<\/a>, Reuters, and The Associated Press receive significant income from various government agencies through subscriptions and other funding.<\/p>\n\n\n\n<p>And USAID does fund many \u201cquestionable news operations,\u201d globally that ought to be subject to scrutiny, <a href=\"https:\/\/www.leefang.com\/p\/usaid-funded-journalism-needs-scrutiny\">Fang wrote<\/a>:<\/p>\n\n\n\n<p>\u201cAnd unlike Politico, there is actual evidence that the freeze on USAID spending is impacting the American government\u2019s quasi-shadowy constellation of news operations all over the world.<\/p>\n\n\n\n<p>\u201cVoice of America<a href=\"https:\/\/www.voanews.com\/a\/us-aid-freeze-spells-uncertain-future-for-international-media\/7958494.html\"> reported<\/a> \u2018independent news outlets\u2019 in more than 30 countries, including Austria, Ukraine, and Myanmar, are facing cuts or are at risk of shutting down over the USAID freeze. Ironically, of course, Voice of America is also funded by American taxpayers.\u201d<\/p>\n\n\n\n<p>Ji said that subjecting these organizations to scrutiny and defunding them is an important step, \u201cbut only if it leads to widespread public awareness and systemic resistance.\u201d<\/p>\n\n\n\n<p>Organizations like BBC Media and others can find new sources of funding, \u201cunless there is mass rejection of their authority.\u201d<\/p>\n\n\n\n<p>\u201cThe key is decentralization \u2014 building alternative platforms, supporting independent journalism, and challenging censorship through <a href=\"http:\/\/legal\">legal<\/a> and political action.
