The Center for Countering Digital Hate<\/a> (CCDH) \u2014 authors of \u201cThe Disinformation Dozen\u201d \u2014 planned to \u201ckill\u201d X (Twitter), shut down popular social media accounts on other platforms, censor non-establishment voices and \u201cbring back\u201d attacks on \u201cantivaxx\u201d voices, according to internal documents<\/a> leaked by CCDH insiders.<\/p>\n\n\n\n

Investigative journalists Paul D. Thacker<\/a> and Matt Taibbi<\/a> on Tuesday released the documents on The Disinformation Chronicle and X.<\/p>\n\n\n\n

Thacker told The Defender he spoke with \u201cseveral CCDH insiders\u201d who provided minutes from internal CCDH staff meetings<\/a> that took place between January and early this month.<\/p>\n\n\n\n

According to the documents, CCDH planned to organize \u201cblack ops\u201d against Robert F. Kennedy Jr., chairman on leave from Children\u2019s Health Defense<\/a> (CHD), and pressure Substack to remove COVID-19<\/a> vaccine critics Dr. Joseph Mercola<\/a> and Alex Berenson<\/a> from its platform.<\/p>\n\n\n\n

\u201cBlack ops<\/a>\u201d are defined as a \u201csecret mission or campaign carried out by a military, governmental, or other organization, typically one in which the organization conceals or denies its involvement.<\/p>\n\n\n\n

The minutes<\/a> from CCDH\u2019s Jan. 8 staff meeting included this:<\/p>\n\n\n\n

\u201cRFK \u2014 black ops being set up to look at RFK. Nervousness about the impact of him on the election. We may be asked to comment, particularly from antivaxx.\u201d<\/p>\n\n\n\n

CCDH previously included Kennedy and Mercola on its \u201cDisinformation Dozen<\/a>\u201d list of the 12 \u201cleading online anti-vaxxers,\u201d published in March 2021.<\/p>\n\n\n\n

Thacker said the \u201cexplosive leak<\/a>\u201d of the CCDH documents could affect the U.S. presidential election.<\/p>\n\n\n\n

Thacker noted that CCDH\u2019s founder is British political operative Morgan McSweeney<\/a>, chief of staff to U.K. Prime Minister Keir Starmer and advisor to Kamala Harris\u2019 presidential campaign. CCDH also maintains ties to key Democrats, including Sen. Amy Klobuchar (D-Minn.), \u201cwho has introduced<\/a> multiple<\/a> bills to regulate online \u2018misinformation.\u2019\u201d<\/p>\n\n\n\n

The documents reveal that CCDH has pushed for a U.S. social media censorship<\/a> law akin to the European Union\u2019s \u201cDigital Services Act<\/a>\u201d and the U.K.\u2019s \u201cOnline Safety Act<\/a>.\u201d<\/p>\n\n\n\n

\u201cThe CCDH documents carry particular importance because McSweeney\u2019s Labour Together<\/a> political operatives have been teaching election strategy to Kamala Harris and Tim Walz, leading Politico to call Labour and the Democrats \u2018sister parties<\/a>,\u2019\u201d Thacker and Taibbi wrote.<\/p>\n\n\n\n

Thacker\u2019s tweet<\/a> announcing the leak had garnered over 35 million views as of press time, while BBC Radio 4\u2019s \u201cToday<\/a>\u201d aired a report on the leak today.<\/p>\n\n\n\n

CHD CEO Mary Holland said:<\/p>\n\n\n\n

\u201cKudos to Thacker and Taibbi for this important investigative report. To see \u2018kill Musk\u2019s Twitter\u2019 as one of the primary objectives of CCDH, an intricately politically connected organization, is an outrage. We know for certain that \u2018killing information\u2019 was one of the critical ways people were indeed killed in the COVID era.<\/p>\n\n\n\n

\u201cCCDH\u2019s effort is one of many to \u2018kill free speech\u2019 in the name of \u2018eliminating misinformation.\u2019 Without a doubt, the First Amendment\u2019s freedom of speech and freedom of the press are on the ballot this November.<\/p>\n\n\n\n

\u201cLet\u2019s remember German Jewish poet Heinrich Heine\u2019s famous admonition of the 1820\u2019s: \u2018Where they burn books, they will also ultimately burn people.\u2019\u201d<\/p>\n\n\n\n

Thacker and Taibbi also noted that CCDH\u2019s focus on \u201cKill Musk\u2019s Twitter\u201d raises questions about the nonprofit\u2019s tax-exempt status with the IRS.<\/p>\n\n\n\n

Thacker told The Defender he is working with Taibbi to roll out more stories over the coming weeks.<\/p>\n\n\n\n

CCDH lobbied for U.S. legislation to regulate social media platforms<\/strong><\/p>\n\n\n\n

CCDH has also attempted to hurt X financially by pressuring potential advertisers and lobbying politicians to enact laws regulating social media platforms.<\/p>\n\n\n\n

Noting that CCDH previously \u201cperfected\u201d this tactic in the U.K. when targeting The Canary, Thacker and Taibbi said CCDH\u2019s \u201cgrowing Washington office is working on similar plans to \u2018kill\u2019 the online presence of \u2026 Musk.\u201d<\/p>\n\n\n\n

CCDH referred to this plan as \u201cAdvertising focus,\u201d which was listed as an agenda item for at least 10 staff meetings this year. Advertising focus \u201clikely references the group\u2019s apparent strategy of publishing reports that claim Musk allowed hate to proliferate on X, followed by efforts to drive away the company\u2019s advertisers,\u201d Thacker and Taibbi wrote.<\/p>\n\n\n\n

The leaked documents also show that \u201cKill Musk\u2019s Twitter\u201d was a top agenda item during those same CCDH staff meetings. One such document refers to \u201cMeeting with 16 congressional offices over the next two weeks to give updates on the Elon lawsuit,\u201d referencing Musk\u2019s since-dismissed lawsuit<\/a> against CCDH alleging the organization manipulated data to claim X hosts hate speech.<\/p>\n\n\n\n

According to Thacker and Taibbi, CCDH lobbied for a proposal it calls the \u201cSTAR framework<\/a>,\u201d which would lead to the formation of an \u201cindependent digital regulator\u201d that could \u201cimpose consequences for harmful content.\u201d The \u201cSTAR Framework\u201d was listed as an agenda item during at least 10 CCDH staff meetings this year.<\/p>\n\n\n\n

\u201cSTAR\u2019s core concepts are similar to Europe\u2019s just-instituted Digital Services Act<\/a> and Britain\u2019s even more stringent Online Safety Act<\/a>, which puts the national media regulator Ofcom<\/a> in charge of determining fines for uncooperative platforms,\u201d Thacker and Taibbi wrote, noting the U.K. threatened X with \u201cstrong action\u201d under the act.<\/p>\n\n\n\n

The internal CCDH documents draw a connection between the STAR proposal and overseas legislation. The minutes of the Jan. 8 CCDH meeting, in referencing plans to organize a \u201cThe State of STAR<\/a>\u201d conference, noted that \u201cwhen we did the original conference, there was no legislation in [place], now [we have] EU, UK, Aus [Australia], CA [Canada], NZ [New Zealand].\u201d<\/p>\n\n\n\n

The minutes of CCDH\u2019s May 23 meeting referenced possible contact with Thierry Breton, then-European Commissioner for Internal Market and Services. On Aug. 12, Breton posted a letter to Musk<\/a>, warning that he has a \u201clegal obligation\u201d to censor \u201charmful content,\u201d while in 2022, Breton said Twitter would have to \u201cfly by our rules<\/a>.\u201d<\/p>\n\n\n\n

CCDH \u2018using politics\u2019 to \u2018weaponize\u2019 misinformation<\/strong><\/p>\n\n\n\n

Thacker and Taibbi said CCDH, through its lobbying activities in the U.S., may be running afoul of tax regulations and its nonprofit status \u2014 perhaps knowingly.<\/p>\n\n\n\n

\u201cAccording to the IRS, CCDH could lose its special tax status if \u2018a substantial part of its activities is attempting to influence legislation<\/a>.\u2019 Yet, CCDH\u2019s third item on its annual priority list is \u2018Trigger EU and UK regulatory action\u2019 and the group previously employed the firm Lot Sixteen to lobby congressional offices<\/a> on \u2018misinformation\u2019 in Washington,\u201d Thacker and Taibbi wrote.<\/p>\n\n\n\n

The minutes of CCDH\u2019s Jan. 22 staff meeting notes, in reference to efforts to promote the STAR framework, that \u201cif it is anything that Congress could have a vote on, it counts as lobbying.\u201d<\/p>\n\n\n\n

Thacker and Taibbi also wrote that CCDH, while not disclosing donors, raised $1.47 million in donations<\/a> in 2021 \u2014 with $1.1 million of those funds<\/a> traced back to CCDH board<\/a> member Aleen Keshishian<\/a>, a prominent Hollywood agent<\/a> representing actor Mark Ruffalo and singer Selena Gomez.<\/p>\n\n\n\n

During congressional testimony in July 2023, Kennedy said CCDH is \u201cfunded by dark money<\/a>.\u201d<\/p>\n\n\n\n

Thacker told The Defender these new revelations show that CCDH is \u201cusing politics to weaponize the idea of what misinformation is.\u201d<\/p>\n\n\n\n
